Harry knows Mrs. Figg as a neighbouring woman with many cats, who used to watch him from time to time when the Dursleys went out. What he doesn't know is that she is a Squib who has been asked by Dumbledore to keep an eye on Harry. She meets him while he is escorting a rather stunned Dudley home, and tells him not to put his wand away in case the Dementors return.
In the book she is angry at Mundungus who vanished during his shift of guarding Harry, but no mention of this is made in the movie.

Answer: to the Order's Headquarters

The Headquarters of the Order of the Phoenix, an organization that Harry doesn't even know exists, is in the Black residence in London. As the last surviving member of the family, Sirius owns the house and has offered its use. While pleased to be there, Harry is angry to find both Ron and Hermione are there while he has been kept out of the loop at the Dursleys.

Answer: Crookshanks gets it.

The ear works splendidly, with Harry, Ron, Hermione, Ginny, Fred and George able to hear what is being said in the meeting. Then Crookshanks, Hermione's cat, starts to play with the ear, which is dangling from a long string in the most enticing fashion (from a cat's perspective).

The cat manages to separate the ear from the string and takes off with it. A later shot of the cat licking its lips and seeming to burp, leads one to believe that the ear was eaten.
4. Escorted by Arthur Weasley, Harry must attend a hearing at the Ministry of Magic. Where is the visitor's entrance located?

Answer: in a phone booth

Since Harry is underage, he cannot apparate to the Ministry, so Arthur chooses to take him via Muggle means. Since Harry could feasibly use the Floo network, this might be done to satisfy Arthur's curiosity, as he is fascinated by all things Muggle. The scenes of Arthur bracing himself on the escalator and trying to get through the turnstile at the subway station are among the funniest in the movie.
They finally arrive at a phone booth, put some money in the slot and the insides of the booth descend, as an elevator, to the Ministry which is situated underground.

Harry is on trial for performing magic in front of a Muggle, while still under-age. Since he had been previously warned twice about this (when Dobby made the desert hover and when Harry had blown up Vernon's sister Marge) Harry faces expulsion from Hogwarts.
Harry needs to prove that there were Dementors there, to justify his actions in a life threatening situation, but the Ministry is refusing to believe him.
Dumbledore arrives as a witness for Harry (much to Fudge's displeasure) and brings Mrs. Figg with him as a witness, because she had seen the Dementors. Harry is cleared of all charges.
6. Back at Hogwarts, Harry sees that the carriages, which he previously believed to be self-propelled, are actually being pulled by some winged, almost skeletal, horse-like creatures. Who else is able to see them?

Answer: Luna Lovegood

The creatures are Thestrals, and can only be seen by people who have witnessed death. Harry can now see them because of having seen Cedric die.
Luna Lovegood is a slightly spacey young girl, who can also see them because she witnessed her mother's death. She has been raised by her father, the editor of a rather laughed at newspaper that focuses on sighting of non-existent creatures and conspiracies. Given the somewhat odd, other-worldiness of Luna, she is teased by many, referred to as Loony and doesn't have many friends. She becomes a founding member of Dumbledore's Army.
Luna is played to perfection by Evanna Lynch.
7. Who is the new Defense Against the Dark Arts teacher?

Answer: Dolores Umbridge

Minister of Magic, Cornelius Fudge, is terrified that Dumbledore is turning the students at Hogwarts against him, seeking to take his job as Minister. He appoints Umbridge, his Senior Undersecretary, as the Defense Against the Dark Arts teacher and soon names her as High Inquisitor. She is a thoroughly unpleasant woman who clings to a girlish appearance and demeanor to cover how nasty she really is. In the book she is always saying "Hem hem" when she is interrupting someone, but in the movie that has been replaced with a high-pitched, girlish giggle.
In the book we learn that it was she who sent the Dementors to accost Harry, but this is not discussed in the movie.
Umbridge is played by Imelda Staunton.

Answer: Seamus Finnigan

Determined to deny the return of Voldemort, Fudge has managed to convince a great many people that Harry is just seeking attention. Seamus confronts Harry with the fact that neither he nor his mother believe Harry when he says that Voldemort is back. He is very angry because he'd had to fight with his mother for the right to return to Hogwarts, as she doesn't want him associating with Harry.
Seamus later apologizes to Harry, and tells him that he finally believes him.
Seamus is played by Devon Murray.
9. What covers the walls of Umbridge's office?

Answer: china plates with moving, mewing kittens

Since Fudge does not want the students trained in how to fight, the Defense Against the Dark Arts class consists entirely of the students copying out the entire contents of the manual. When Harry insists that they need to learn to protect themselves from Voldemort, she gives him a detention in her office.

The plates cover most available wall space, and are strung together with ribbons, in descending order of size. The kittens on the plates tumble, play and mew in a most nauseating fashion. We see the plates later on in the movie, when they go to Umbridge's office to use her fireplace, as it's one of the few on the Floo network that isn't being monitored.
10. At his detention, Umbridge makes Harry write the line "I must not tell lies", over and over again, using a special quill of her own. What does the quill use for ink?

Answer: blood

Harry asks how many times he has to write the line and she replies that it should be enough times to let the message sink in. Harry reaches for his quill but she tells him to use her special one. He comments that she hasn't given him any ink and she replies that none is needed.
As Harry writes the lines on the parchment, it appears in red. It also appears, carved across the back of his hand.
At various other points in the movie, other students are seen after being made to use her special quill, one a very young student who is crying and being comforted by Fred and George. It is this insensitivity that provokes George and Fred into leaving Hogwarts, rather spectacularly.
