1. What is William's last name?

Answer: Rookwood

We learn his name when Dominic goes in and tells him the name. Mr Finch then also looks it up in his email and we see his name as well, as it being mentioned. William is of no relevance to the movie except to let V portray him.
2. What is the first V word that Hugo Weaving's character says, while introducing himself to Eve?

Answer: Voila

In the beginning of the movie, when he sees Eve being harassed, he appears and kills the fingermen. He then launches into his long "V words" speech where his first word is "voila". She thinks he is a crazy person after the speech.
3. What is the current status of the United States?

Answer: Leprosy colony

In the beginning of the movie, when Lewis Prothero is reporting, he continually talks about the US. How they are incredibly in need of medical supplies. He then comes to say that they are the world's largest leper colony.

We hear it mentioned several times; one time when Sutler speaks, as well as in the beginning. He blows it up to show that governments cannot control the people for long. It only takes time until things erupt, which V shows us, accompanied by the "1812 Overture" in E flat.

Scarlet Carson is a fake name for the rose. It is actually named Scarlet Meidiland. The significance of this is that Valerie and her lover used to grow them in a window box. This is why V places them at the crime scene.

Answer: Ideas

V says "Behind this mask there is more than flesh. Behind this mask there is an idea Mr. Creedy, and ideas are bullet proof." He also mentions in the movie that words will always retain their power over any subject. This scene happens at the end of the movie where V is finally killed and Mr. Creedy is killed. In my opinion words have all the power, depending upon how they are spoken.
7. What words are scary for Valerie?

Answer: Collateral and rendition

These words became scary as the world around her and her lover began to change. As the world she once knew, and the people she loved were "black bagged", not only those words became scary, but her everyday life became scary. All this was just because she was a lesbian.
8. Where was Valerie born?

Answer: Nottingham

Valerie says in narration "I was born in Nottingham in 1985. I don't remember much of those early years, but I do remember the rain." She is the reason for V doing what he is doing - getting back at the government for what they did to her.
9. Who does V refer to as a spider?

Answer: None of these

This is when V, or William Rookwood, talks to both of the inspectors and says the following - "...and along comes a spider". The movie then shows a clip of Mr. Creedy, indicating that Mr. Creedy is the spider in the government. He believes that a specific individual should be a target rather than the country itself.

A spider weaves its web and catches those who speak out against the government, hence his "black bagging" of those people.
10. How does Prothero describe why the United States became the way that is it now?

Answer: Godlessness

Prothero is suggesting that the United States has given up god in order to become the strongest. And in the end leaving god behind lead them into their present state.
