This line takes place when V (in Rookwood disguise) tells the story about the rise of Sutler and Norsefire Party to Inspector Finch and Dominic.
Sutler is the high-chancellor of England. V talks about how Sutler has managed to create the oppressive and totalitarian government.

This is when Evey found out that the whole interrogation thing was fake. She asked whether Gordon was still alive or not.
