Answer: Nelson Rockefeller

Ford chose the former New York Governor Rockefeller over future Vice-President and President George H. W. Bush. Not every member of the Republican party was happy with the decision with Barry Goldwater voting against the appointment. Dole replaced Rockefeller on the 1976 ticket with Ford/Dole losing to Carter/Mondale.
