USAC had refused to give team owners, such as Penske and Patrick, the right to have their say on key decisions made by USAC. Also, prices for the teams were becoming higher due to turbocharging and ground effects technology, and with prize money not what it is today, the team owners established CART.

As a pointer, there was an abundant of oval races at the time, there was in fact little road-racing but would soon become the most diverse championship in the world.

Answer: 1979

CART drivers in 1979 were initially barred from competing in the USAC-sanctioned Indy 500, but a court-order allowed them to. Since then, CART has grown and USAC declined.

The package later collapsed when Tony George announced the formation of the Indy Racing League which started in 1996, which would be exclusively run on ovals as he felt CART was ignoring the birthplace of American motorsport.
