1. According to the Official U.S.G.A Rules, what is the restriction as to the weight of the golf ball?

Answer: Not greater than 1.620 avoirdupois ounces

The U.S.G.A. prepares a current List of Conforming Golf Balls. Weight restrictions are published in Appendix III. of their Book of Rules.
2. According to the U.S.G.A. Rules what is the restriction as to the diameter of the golf ball?

Answer: Not less than 1.680 inches

U.S.G.A. tests the diameter of golf balls using a ring gauge in a room temperature of 23+1 degree C. Legal golf balls can be larger that 1.680 inches. I believe that a new Titleist golf ball is 1.71 inches in diameter.
3. After playing 6 holes David Duval discovers that he has only 13 clubs golf clubs in his bag. Is he allowed to send his caddy back to pick up the missing club without incurring a penalty?

Answer: Yes, if play is not delayed

The official tourament committee establishes the conditions that constitute a delay of game. Since Duval is allowed 14 clubs he can add another of his clubs. If such action results in a delay of play, the first action taken by an official on a delay of play is to put the player on a 45 second clock for each shot. (It is not necessary to have a caddy so until the player breaches his 45 second time he is not penalized.)
4. If the tourament official determines that David Duval's actions did unduly delay the play of the game, will this change the penalty, if any, that Duval will incur?

Answer: Penalty of two stroke

He may be admonished by the official, but he is also penalized two strokes.

Answer: Faldo is penalized 2 strokes

A player must not allow his caddy, his partner, or his partner's caddy to stand on or close to an extension of the line of putt. To do so is a breach of Rule 14-2.

He won the U. S. Open Championship twice and his fashionable knickers were his trademark. He died on October 25, 1999 in a plane clash in South Dakota after an errant flight on autopilot with all passengers presumably dead.
