This is for a number of reasons. 1) The greens have yet to be tainted with many footsteps, ball-marks, etc. 2) The greens have not had the chance to be sun-hardened resulting in slower speeds. 3) An early morning dew can reduce the amount of break in putts.
2. If you are on a wet green, before anything else, what is the best thing you can do to improve your odds of holing a putt?

Answer: mark your ball, dry it, replace carefully keeping ball as dry as possible

When stroked properly a dry ball on wet greens obtains a ring of water around the axis which helps maintain its line with less break.
3. How can you tell the way the grain (grass) grows on a green?

Answer: all these

The grain has a tendency to grow toward the sun and bends with the water that flows off the green. As a result, putts with the grain are faster and break more and vice versa. If you're on the putting green you can run your putter across it to find out. Please make sure to repair the green and never do it during the course of a round, it's illegal.

While golf ball companies do their best to make a perfect ball, no ball is created equal. Drop some epsom salt and a golf ball in a bowl of water. The ball will float. Mark the exposed top with a marker and spin the ball. It will always return to that spot. A perfectly balanced ball's center of gravity would be different every time.

Make sure you count in your head or out loud and tap in at nine seconds so you don't get an extra penalty stroke if it drops after that. You never know who may be counting in your group.
