It's the third time that Tim's done that. It wasn't even funny the first time. Gareth doesn't trust the way jelly moves.

Answer: Finchy

Obviously embarrassed by the picture, David tries to hide this by telling the staff of Wernham Hogg, who have all seen the picture (even the cleaning lady, who doesn't even have access to email), that it offends women. Tim eventually reveals that Finchy used his computer to send the picture to David.
