Misiano directed a total of 11 episodes for "The West Wing." He has also been credited with directing episodes of the TV shows, "Eli Stone", "Grey's Anatomy", and "Third Watch."

Answer: Al Fann

Fann, born on February 21st, 1925 in Cleveland, Ohio guest starred as Mr. Willis in this episode of "The West Wing." Mr. Willis was a U.S. Congressman from Ohio whose vote was essential in getting legislation passed regarding the U.S. Census. Fann guest starred in just this episode for the series. Fann has also guest starred on the TV shows, "Frasier", "Felicity", and "Curb Your Enthusiasm."

All of the President's staff wanted the legislation on reforming the U.S. Census to pass but it was Toby who wished to have it passed the most. Toby was seen, throughout the episode, meeting with Republican congressman to get their support and he met with a total of three.

He managed to get two of them to vote in favor of the bill and had to do a lot of persuading to get Congressman Willis onboard but Willis said he would back the bill.

When the details of the bill were being discussed, C.J. expressed ignorance since she did not know what the difference was between a head count and sampling. She asked Sam to teach her what the difference was and he told her about how sampling was more favorable since it had the least likely chance for error. With sampling, they could get a good representative of the population whereas, with a head count, Sam said it could be inaccurate with not representing certain groups.

These groups could be the homeless, African Americans, and others that sometimes do not make it into the U.S. Census.

Answer: Donna Moss

There was a mention, in this episode, that the federal government, under The Bartlet Administration, had extra money to deal with since there was a surplus in the budget and some of the money was not being used. Donna asked why the government could not just simply return the money to the taxpayers. Josh told her that the Democratic Party had a different approach than the Republican Party on extra money and did not necessarily return unused money to taxpayers.

When Toby spoke with Mr. Willis, we learned how he got his seat, in the U.S. House of Representatives, representing a district of Ohio. He explained how his wife represented the district right before he did and he got her seat upon her death. Mr. Willis kept insisting, to Toby, that the U.S. Constitution states that a head count was necessary in order to take the Census. Toby and Mandy read the passage out loud, in the U.S. Constitution regarding the Census, and they omitted certain words to get Mr. Willis in support of the bill.

When Toby and Mandy read the U.S. Constitution to Mr. Willis, regarding the Census, he realized that they omitted certain words and he explained that he was a social studies teacher so he knew about what that document said. He explained the words they omitted described how all men were to be counted and not to be sampled.

Despite them deliberately omitting the words, Mr. Willis said he would still support the legislation.

While Mr. Willis stated that he would support the Census bill due to an argument from a member of President Bartlet's staff, it was not Mandy but rather Toby's argument. This shocked the two other Republicans, who believed that Mr. Willis would vote no on the bill, but he made it clear he would vote yes. This influenced the other two Republican Congressman to vote for the bill.

President Bartlet continued to bond with his new personal aide, Charlie Young, but he feared that Charlie did not have many friends. To try and get Charlie to have more friends, he asked Josh if he would take Charlie out for a beer to go meet some people. Charlie agreed so he went with Josh, to get beer, and he started making friends. Charlie also became attracted to President Bartlet's daughter, Zoey.

While Charlie was out at the bar, with Josh, Zoey and her friend, Mallory, arrived there as well and they all had drinks together. Sam went to have drinks with them all as well. A group of men entered the bar and they started to cause trouble for Zoey and Charlie got up and went to go help Zoey deal with the men.

The men started to use racial slurs, towards Charlie, and Josh and Sam went to defend him. Josh and Sam used the panic button to summon the Secret Service and they came and arrested the men.
