There was a clause in the charter which said that three raccoon pelts had to be repaid to the head of the Mohican tribe on a certain day each year or else the head of the tribe would own Gotham City. The three pelts would be delivered by three distant ancestors from the three families which founded Gotham City. Since the three failed to deliver the raccoon pelts in time, Chief Screaming Chicken of the Mohicans became the owner of Gotham City.

It turned out that Chief Screaming Chicken had entered into a contract with Egghead which allowed Egghead to act on Chief Screaming Chicken's behalf, making him the owner of Gotham City. Eventually, ownership of the city was wrestled out of Egghead's hands.

After Egghead announced that he had ownership of Gotham City, he entered Gotham City Police Headquarters to announce his first move.
