The episode began with a bound Batman and Robin still suspended above the vat of sulfuric acid. All of a sudden, Batman jumped into it and managed to come out of it unscathed. He told Robin that this was due to Alfred making their new costumes out of acid proof material. Batman then freed Robin.

The Penguin was first seen at his headquarters in this episode and he spoke to a couple assistants of his. He mentioned that Batman was no longer amongst the land of the living anymore, meaning he was in a one man race. Just then, one of The Penguin's goons came in to talk to him about how Batman and Robin had survived the death trap.

Down in the Batcave, Robin told Batman that he should accuse The Penguin of trying to kill him but Batman said there was no proof of that existing and he was afraid he would be charged with launching smear attacks. Alfred was right by Batman's side applying makeup to his face to help him look good for his televised debate with The Penguin.

He told Batman to stand still or else he would get the makeup on his costume.

He mentioned that there was only one issue in the campaign. The Penguin gave an impassioned speech as to why the sole issue permeating the entire race was centered around Batman's identity.

It showed that 65% of those polled favored The Penguin for Gotham City Mayor while only 35% backed Batman. Batman still insisted that he was not out of it and vowed to continue fighting.

While Batman watched as the ballots came in and the tally was reported, Commissioner Gordon received a phone call. The Penguin mentioned that he was very much convinced that he would become the next Mayor of Gotham City. He informed Commissioner Gordon that, in the event of his victory, he would appoint The Riddler to be the next Police Commissioner.
