We find out about the numbers in mixed up bits and pieces but when you put them in order we find out that Sam and Leonard hear the numbers over and over again in the static. Another answer would be when the French lady and her crew hear it through their static, probably at the same time.

Like I said above, the French lady and her crew also heard the numbers and turned their ship around to investigate and then they shipwreck on the island.

We don't know how he knows Leonard but Leonard repeats them while playing Connect Four and Hurley uses them as lottery numbers, which turn out to be correct and he is now worth 156 million dollars.

Ok so just to put everything together: Sam and Leonard hear the numbers through the static, so do the French lady and her crew. They turn their ship around and shipwreck on the island. There, they find the radio transmitter and find the numbers are repeating themselves on it.

The French lady changes it to the message the castaways first heard. Soon after, her whole crew becomes sick and she kills them all. Meanwhile, Sam uses the numbers to guess how many beads are in a jar. He wins lots of money and the money is cursed.

He eventually kills himself. Leonard repeats the numbers over and over. Hurley clearly memorizes them and uses them to win the lottery. His money is cursed. Then at the end we see the numbers on the buried container (or as Locke calls it, the Hatch on the island. So, the cursed numbers are another mystery in the island.

But something ironic is that Hurley managed to end up on that exact island. Fate? Yes, I think fate is what brought them all on the island and that they are meant to live there forever. Well hope this cleared a few things up for you!
