A High Templar is a Protoss ground unit with several abilities like Hallucination and Psionic Storm. To be able to get a High Templar you need the Templar Archives, then you can build one at the Gateway. Since the High Templar's abilities are so effective it would be a good idea to upgrade them at the Templar Archives.
