The announcer asks us a series of questions, one involving the horrible murder of these two innocent children, in which he describes to use, the tactic in which Walter Sullivan killed them.

It was Dahlia's idea to develop Walter's belief in the Holy Assumption, as she believed that he was 'gifted'.

We assume he was really skinned because of the excess blood in Richard's Apartment and the tape we find there, but that is just a misconception brought on by Walter. When Walter had visited the apartments on that day, he only saw the blood on the resident's clothes and overheard what had happened. Being only six, he assumed that they had really meant that the man was skinned, even though he had only been beaten up.

When we see the blood in Richard's room, it is only there because that is how Walter pictured it.
