Answer: As the last lifeboats were filled there were no people on the deck

Over and over again, witnesses (mainly crew) told Smith in their testimony that towards the end of the night there was no one on deck to be put into lifeboats. Smith wondered if perhaps this was because the crew were not allowing steerage passengers on deck.
2. Who was the first witness called during the hearings?

Answer: J. Bruce Ismay

Arthur Rostron was the captain of the Carpathia. Fleet was in the Titanic's crow's nest. Bride was one of the operators of the wireless the night of the sinking. All these men were called to the witness stand, but J. Bruce Ismay, president of the White Star Line, was the first witness.

The Amerika had sent warnings through the wireless of icebergs. Harold Bride, one of the wireless operators, testified that he had never seen such warnings, however they may have come in during someone else's watch. Bride did add that they had received warnings from the Californian.

When Bride gave this information it shocked the crowd because this was the first time they had heard this. In fact, by the end of the hearings Smith had quite a list of all the ships that had sent warnings off.

The Frankfurt was the first to answer the Titanic's distress call. When they asked, "What is the matter?" Phillips, the officer in charge of the wireless, got testy and told the Frankfurt to "stand by and keep out." Part of the reason for this had to do with a rivalry that had developed between Marconi, the company that supplied the wireless to the Titanic, and its German competitor, Telefunken. Essentially, because the Frankfurt was a German ship Phillips wasn't willing to let go of the commercial warfare to bring more help to the passengers.

The "cqd", by the way, was the British version of an SOS. Both are also referred to a a 'Mayday signal'.

Answer: His revolver

Lowe stated in his testimony that he quickly retrieved his revolver just in case he needed it.

Only twelve people were in lifeboat number one, and most of the lifeboats launched holding fewer than sixty people. Most of the sailors in charge of manning the lifeboats did not even know how to control them.
8. How many lifeboat drills did the Titanic crew have?

Titanic had one drill with its staff before leaving the docks. A second drill was scheduled for April 14th, but for whatever reason that drill was never performed.

Lowe testified that the people were very calm and quiet as they awaited their chance to leave the faltering ship.
