Max had Oswald run for mayor since they were both criminals. Later, Batman (Bruce Wayne's alter-ego) stopped Catwoman from destroying Max's business. She decided to get even with him and joined The Penguin, who wanted to kill Batman.
Of all the "Batman" movies, this one was my favorite.
