The codeword "Tora" was transmitted by Captain Mitsuo Fuchida (the man who led the attack on Pearl Harbor) to confirm that the attack had been successful in achieving complete surprise. Although "tora" means "tiger" in Japanese, the codeword actually comprised the first syllables of the words "totsugeki" (meaning attack) and "raigeki" (meaning torpedo attack).

However, some Japanese pilots have understood the codeword to refer to an old Japanese saying, which provides that "a tiger goes out 1,000 ri (2,000 miles) and returns without fail".
