The episode began with a newscaster on TV discussing President Bartlet's upcoming third State of the Union Address and she went over what it entailed. She stated how the doorkeeper to the U.S. House of Representatives, Edgar Finney, would introduce the president as was the tradition to the annual speech.

She stated how most people likely did not know how, in order for the president to address Congress, he must first receive permission from the Speaker of the House.

Answer: Sam Seaborn

The first main character we saw in this episode was Sam and he was on the phone for his first scene. It was unclear as to who he spoke to on the other end but he asked the person if he told him "yes" to a particular question. Sam noticed Toby walk by and asked him to give him a minute.
3. Toby told a speechwriter to delete which word from the State of the Union speech?

Answer: Vigorously

Toby entered a room with plenty of officials and he asked a speechwriter, Ed, to delete the word "vigorously" from the speech, which he said was located in paragraph three, section three. Ed questioned why they did not want it to say "vigorously pursue campaign finance reform" and Toby mentioned how Mr. McGowan felt the word "vigorously" was inflammatory.

Donna simply responded that they were all located in the Midwest.

A reporter asked why this was brought up at the last minute but C.J. said it technically was not last minute as they still had some time left before the speech.
