2.13 "Bartlet's Third State of the Union" Quiz

Answer: Edgar Finney

The episode began with a newscaster on TV discussing President Bartlet's upcoming third State of the Union Address and she went over what it entailed. She stated how the doorkeeper to the U.S. House of Representatives, Edgar Finney, would introduce the president as was the tradition to the annual speech.

She stated how most people likely did not know how, in order for the president to address Congress, he must first receive permission from the Speaker of the House.

The first main character we saw in this episode was Sam and he was on the phone for his first scene. It was unclear as to who he spoke to on the other end but he asked the person if he told him "yes" to a particular question. Sam noticed Toby walk by and asked him to give him a minute.

Answer: Vigorously

Toby entered a room with plenty of officials and he asked a speechwriter, Ed, to delete the word "vigorously" from the speech, which he said was located in paragraph three, section three. Ed questioned why they did not want it to say "vigorously pursue campaign finance reform" and Toby mentioned how Mr. McGowan felt the word "vigorously" was inflammatory.

As the speechwriters made some adjustments in the speech, President Bartlet came in and announced how someone named Bob Novak stated this would be the speech of his political life. He also told them that it was a comment he heard far too often. Toby informed President Bartlet that Mr. McGowan wanted them to cut the word "vigorously" from the speech and President Bartlet was fine with that change.

Josh went into a room with a bunch of people working on conducting a political poll and he informed one worker it was good to chew gum while making a call to somebody as it was a sound they wanted to hear. Donna saw Josh and went up to him and said they all worked for Joey Lucas. Josh found this odd since none of them had accents the way Joey did. Donna simply responded that they were all located in the Midwest.

Answer: Entitlement programs

Near the beginning of the episode, C.J. was seen in the briefing room and she announced how President Bartlet planned to say during his address that he would create a Blue Ribbon Commission. C.J. commented that the aim would be to investigate the long term future of entitlement programs and there would be more details in his speech.

A reporter asked why this was brought up at the last minute but C.J. said it technically was not last minute as they still had some time left before the speech.

Answer: Capitol Beat

After the President gave his State of the Union Address, there was a scene which showed the political show, "Capitol Beat", giving a broadcast surrounding his speech. It was mentioned earlier by C.J. that the producers of "Capitol Beat" received permission to film live at The White House. "Capitol Beat" was hosted by Mark Gottfried, who was played by actor Ted McGinley.

As part of the coverage from "Capitol Beat" on the State of the Union Address, host Mark Gottfried invited C.J. Cregg and a Republican member of Congress to discuss the speech. Mark asked C.J., on a scale of one to ten, to rate the president's speech so C.J. said she rated it at a fourteen.

She stated how President Bartlet is a very commanding speaker and the bar is always raised whenever he gives an address.
