Answer: the September 11, 2001 terrorist attacks

"Issac and Ismael" was a special episode made to air after the 9-11 attacks which doesn't fall in the timeline of the rest of the series. A group of school students are stuck at the White House during a lock-down and a Muslim American is interrogated by Leo and the Secret Service.

Manchester, New Hampshire, is the home of President Bartlet and where the staff decamps to in order to get ready for the campaign at the beginning of the third season.
