Answer: "Yeah, and I'm gonna win"

This wraps up the dramatic scene from season 2, where it was implied (but not directly stated) that he would run again. Bartlet calls on a different member of the press than the one CJ told him to, arousing everyone's suspicions that he is going to make this dramatic announcement.

Leo brings in a team to help with the election campaign, which doesn't sit well with everyone. They do much of their preparation work at the Bartlet farm. In Jed's speech to his staff, he also apologises for the mess that his health situation (and non-disclosure of it) has caused everyone.

Answer: Yes

The President vetoes the bill in his trademark nerdy fashion, with a reference to 'NaCl' (table salt). The tables begin to turn as it soon becomes apparent that the Republicans have enough votes to override the veto. This episode features a lot of behind the scenes political dealings, where we see the West Wing staff trying to win back votes without giving too much away. On this occasion they succeed, and the veto stands.
5. "West Wing" episode 49: "War Crimes". Donna gets into trouble in this episode due to a seemingly trivial lie to the House Committee about what?

Answer: Her diary

For some reason, Donna tells the Committee she doesn't keep a diary. This is complicated by the fact that Cliff, a man on the Committee (who she spent the night with recently) knows otherwise. Josh comes to the rescue by stepping in and giving access to the diary, with a warning that he will leak information about the romantic liaison if it is not used appropriately.

In the meantime, the tense relationship between the President and Vice President boils over as they argue in the Oval Office.
6. "West Wing" episode 50: "Gone Quiet". What kind of American vessel 'goes quiet' off the North Korean coast, causing a White House dilemma?

Answer: A submarine

The dilemma is whether to notify North Korea to save the crew (who may be in danger) and be forced to explain why the submarine was in their territory, or remain silent and attempt a potentially dangerous rescue mission. This episode also sees CJ ecstatic about the Speaker of the House, the presumptive candidate for the upcoming election, struggling to answer the question about why he wants to be President.

The Butterball Hotline (also known as the Butterball Turkey Talk-Line) is a real-life service, operating out of North Carolina since 1981. Jed is excited to learn of its existence and calls to get advice on how to prepare and cook his stuffing properly. Adding to the amusing scene, he ends up giving a fake name and address (Joe Bethersonton of Fargo, North Dakota).

Answer: Yes

In the end, Bartlet says that he did the wrong thing and that accepting the censure is the best way to end it. Leo tries his best to talk the President out of it, knowing that Jed will forever regret it, just like Andrew Jackson did. But the episode ends with House Concurrent Resolution 172 being read (hence the episode title).
