Answer: Hyper Beam

Hyper Beam is sadly easily Mewtwo's worst charged move, despite being Elite. It does not offer any super effective coverage, making it outclassed by Mewtwo's Psychic type options due to them getting STAB. The move may deal a lot of damage, but it is very slow and leaves Mewtwo in animation for a significant period of time. Mewtwo definitely doesn't have to make sacrifices like that in order to deal major damage, rendering Hyper Beam useless on it.

Answer: Dazzling Gleam

Dazzling Gleam isn't the absolute greatest move ever, but with Blissey's colossal defensive stats and the very relevant coverage Dazzling Gleam offers, Blissey certainly isn't complaining. The move itself is two barred and relatively sluggish, but it hits fairly hard even off of Blissey's low Attack stat.

Its crown advantage is deterring Fighting, Dragon and Dark types, who are very popular, from attacking a gym with Blissey in it.

If given this weather, a Regigigas with HP Rock + Giga Impact can deliver some crushing blows to the opposition, strong enough to be a solid choice for a raid team if Rock and Normal would not be resisted.

Its strong bulk and firepower can also serve it well trying to truck through an opposing gym.

With either Lock-On or an appropriate Hidden Power + Solar Beam, Porygon-Z can become a decent enough de-facto Grass type attacker. The same can be said if Porygon-Z is given Blizzard or Zap Cannon for a Charged Move, in terms of its performance as an Ice or Electric attacker, respectively.

In the mainline series, Kecleon's gimmick stems from within its ability, Color Change, which changes its typing to that of the last move it was hit by. "Pokemon GO" doesn't have abilities, so to best emulate that, Niantic littered its movepool with moves of all kinds of seemingly random types, only neglecting to give Kecleon an actual STAB move so that it might have just a shred of relevance in any setting whatsoever.

The best Kecleon can do is leverage its type advantage over Ghost and use Lick + Foul Play to turn into an unviable Dark/Ghost focused attacker.

Sadly, even the most overpowered of overpowered Charged Moves would fail to make a difference due to Slaking only getting one horrible Fast Move, Yawn. Statistically, Slaking would be better off having Struggle as its only Charged Move, to go with a decent Fast Move, than it would be with Yawn + literally any Charged Move in the entire game.

Despite this, a Shadow Ursaring with Metal Claw + the Fairy type Play Rough produces more Fairy DPS than most actual Fairy types- more of a knock on how bad a lot of Fairy types are than it is singing Shadow Ursaring's praises, but at least Shadow Ursaring found viability somehow.

Tackle is quite obviously inferior to the STAB Spark Electrode gets in every single way, as well as every single context Electrode could ever see use in. This is why it's fairly confusing the move got removed, although hardly any trainers anywhere are rushing to spend real world money on an Elite Fast TM to get this move.
