1. Stone Edge
Answer: Blaziken
Stone Edge Blaziken is a particularly bizarre case- it was available for a meagre three hours after Blaziken was released in the game before it got removed from Blaziken's movepool. This was due to the outrage the general community expressed at Blaziken's otherwise lack of a Fire type charged move, as the move was promptly replaced with Overheat.
The community was right to feel disappointed- Stone Edge did not offer any useful utility to Blaziken in any way.
2. Hyper Beam
Answer: Mewtwo
One of Mewtwo's three legacy charged moves, this is the only one of Mewtwo's charged moves in general that was flat out worthless for it. Its other two legacy moves, Shadow Ball and Psystrike, are the most highly sought out legacy charged moves in the game by juxtaposition.
3. Twister
Answer: Gyarados
Gyarados sure has one colorful movepool. Not colorful like a rainbow, but more colorful like some wickedly odd kid's drawing. That is to say, many of Gyarados' legacy moves are totally useless and just odd that Niantic ever thought to actually give them to it. Twister is an example of such a strange choice, offering no utility to Gyarados at all and being totally outclassed by the readily available Outrage.
4. Confusion
Answer: Exeggutor
If you played the game shortly after it launched and happened to grab an Exeggutor with Confusion, good for you! While Exeggutor has faded away into obscurity over the years, Confusion is definitely better than Extrasensory or Zen Headbutt for fast moves on it, offering it improved performance should its Psychic type attacking moveset be valuable.
5. Psybeam
Answer: Chansey
Pretty much nobody is sad to see this one has gone- Chansey has vastly better defensive options at its disposal, namely Psychic and Dazzling Gleam. Psybeam is just too weak and slow to be useful.
6. Dazzling Gleam
Answer: Alakazam
Dazzling Gleam has no offensive use for an Alakazam seeking to participate in a raid battle or attacking a gym. However, Dazzling Gleam is easily Alakazam's best move for defending a gym with, hitting Dark type counters like Tyranitar for major damage and not taking anywhere near as much energy to reach as Focus Blast. Sadly, Alakazam's poor bulk and the fact that Dazzling Gleam is legacy means you will scarcely ever see one actually, seriously trying to hold down a gym.
7. Dark Pulse
Answer: Gengar
Gengar has had an interesting time with moves throughout it's time in the game's history. However, Dark Pulse is easily it's most forgettable legacy move, offering no useful traits to Gengar on either offense or defense. Shadow Ball offers similar coverage and hits far, far harder.
8. Dragon Claw
Answer: Dragonite
One of the most notoriously valuable and hard to come by legacy moves, if you've got a Dragonite with Dragon Claw, hold onto it if you have any intent of venturing into a Player-versus-Player setting, be it the Great, Ultra or Master League. A Dragonite with Dragon Claw is an elite Pokemon to have in any of those leagues.
9. Earthquake
Answer: Ho-Oh
On paper, Earthquake seems entirely underwhelming for Ho-Oh. This is indeed the case in raid and gym battles. But in PvP, the move was a wonderful limited edition add to Ho-Oh's movepool, giving it a strong move to threaten Rock and Electric types with, while also threatening Master League King Dialga with a very spotty, dangerous matchup that Ho-Oh can actually conceivably come out on top in. If you managed to get your hands on a Ho-Oh with Earthquake while it was available, it would be worth your while to invest in it for a run through the Master League.
10. Stomp
Answer: Kangaskhan
Sadly, Kangaskhan is a really underwhelming Pokemon in general. This was not made better at all when it's only STAB option, Stomp, was removed from its arsenal, a spit in its face. Even with Stomp, Kangaskhan's standing in the game's overall meta would not have been any brighter, but it would've at least had a STAB move to make use of.
11. Meteor Mash
Answer: Metagross
A community day move in Meteor Mash turned Metagross from being an underwhelming tanky Psychic type attacker into the best Steel type attacker in the game by a million miles. Meteor Mash is an incredible two bar charged move that hits hard and comes out fast. Meteor Mash would go on to make Metagross into an amazing Pokemon, being a better Steel type attacker than even Dialga, and being even better at fighting Rock and Ice types than the already amazing Machamp and Lucario. Really, as long as Meteor Mash would not be resisted, Metagross with Meteor Mash can be a competent filler for any raid boss out there, and can round off a team with both bulk and power.
12. Body Slam
Answer: Slaking
Body Slam, Slaking's community day move, did absolutely nothing for it and was a complete waste of a monthly community day. Slaking did not benefit from the move in any real way due to its lack of a usable fast move, preventing it from posing any sort of threat in general.
13. Bug Bite
Answer: Beedrill
Beedrill didn't exactly make waves in the game's meta upon its release, which was predictable. However, once its Mega evolution was released, it became both the best Bug and Poison type attacker in the game. For those patient enough to hold onto one with legacy Bug Bite, they reaped the rewards of their virtue big time, as Beedrill's legacy Bug Bite vastly outperforms Infestation, its alternate option for a Bug type fast move.
14. Hidden Power
Answer: Suicune
Hidden Power was Suicune's only hope at getting a STAB fast move, a 1/15 chance at getting Hidden Power Water to pair with Hydro Pump or Bubblebeam. For whatever reason, Niantic decided to remove and replace it with Snarl, which does nothing for Suicune. That is, if you're unfortunate or ignorant enough to be using it on offense, where it's painfully inadequate for a Water type.
15. Sky Attack
Answer: Moltres
Sky Attack turns Moltres into the best Flying type attacker in the game, and rivals Mewtwo's non legacy performance against Fighting types. In other words, this fast and furious two bar charged move makes Moltres into an elite attacker, and should be held onto should you be fortunate enough to have one.
