Tel Fyr is quite obviously a huge area to check out (once you've gotten enough security to open a level 100 lock that is). The Cuirass of the Savior's Hide has the highest possible defense rating for light armor (266 with 100 light armor skill). The Daedric Crescent can be used very effectively as well, as it has a high attack rating and a Parallelize effect.

This is the only time that Zurin Arctus or "The Underking" is mentioned. This quote is obviously talking about you, the main character in the game, as your prophecy as a hero was made long ago.
