This was the decree that said teachers could not talk about material that did not relate to their subject. Lee thought that he would be funny. He was playing Exploding Snap in the back of the room, and Umbridge was obviously angry about that. However, Lee Jordan told her that she could not tell him off because Exploding Snap was not strictly related to her subject! Only a friend of Fred and George would have the brain and the courage to shoot that back at Umbridge!
