Answer: General Alcazar

Tintin promised to stop General Alcazar's men from drinking, if the General promised no bloodshed during his coup. That was very noble of Tintin, considering the current government had conspired to kill him and his friends.

In "Red Rackham's Treasure" when the Captain and Tintin found Professor Calculus stowing away on their ship (and he admitted to leaving all the Captain's booze back on shore) Captain Haddock roared "Wretch! Ignoramus! Abominable Snowman! I'm going to throw you overboard! Overboard, do you hear!!" And what did the professor say?

Answer: Thank you captain! That's just what I expect, such a kind welcome!

Considering that at the end of the book the professor paid for the captain's new mansion (in exchange for letting him stay on the ship to test his submarine) it was lucky the professor hadn't heard him correctly!

Tintin angrily pointed out this was illegal. But Dawson just smiled and his quote pointed out it wasn't. Technically, anyway.
