In a 2009 interview, Billie Joe Armstrong, the band singer, said "It brings up 21st Century Breakdown in a lot of ways, and the 21 gun-salute for someone that's fallen, but done in an arena rock 'n' roll sort of way." Personally, one of my favorite songs!

Before this regulation, if you were 18 (or older) you could only vote if you were legally married. After several student protests, the law was approved and it was described as "democratic progress".
