When someone drowns, it's because they have used up their supply of oxygen and cannot get any from the water. Fish breathe through gills rather than lungs. Gills can extract oxygen from the water, but not from the air.

When a fish is pulled out of the water, it soon exhausts its supply of oxygen, and 'drowns' because its gills can no longer function.
