Answer: Artigas

This department and its capital city are named for Uruguay's national hero General Jose Artigas. Artigas was born in Montevideo in 1764. He led uprisings against the Spaniards and for a short time was ruler of most of Uruguay. However, the Portuguese took over Montevideo in 1817, and Artigas eventually left the country and went to Paraguay.
