In Atlanta, the "red dog squad" refers to a police anti-narcotic task force; presumably, in this context the "presidents" refers to money (since American dollar bills have the faces of past presidents on them).

About the incorrect answer(s): I think the proper expression would be "mental block", not "mind block". "Bedrock" is actually used in the line immediately after the blank.

About the incorrect answer(s): "Histories" and "promises" don't quite rhyme (while being appropriate for the context).
