See 1 Kings 12:25-33. One was installed at Bethel and the other at Dan. This was at a time when the people were moving away from worshipping God to worshipping idols. It is significant that it is the King, Jeroboam, because that meant that most of the people would follow his example.

Jeroboam made the golden calves and set up shrines where the people could worship so that they didn't have to go to Jerusalem to worship at the Temple. This was after the kingdom was divided in two and he feared that he would lose their allegiance.
