This is the Delayed Penalty rule (rule 32). The penalized player must go to the penalty box immediately, but since a team cannot have its on-ice numerical strength reduced by more than two, another player can take the ice. Even though the player is in the box, his time does not begin until one of the other penalties expires.

At that time, the third penalty time begins and the player who's time has expired has to wait until a stoppage of play before leaving the penalty box (otherwise a "too many men on the ice" situation would occur).
