There was no group system in this edition of the Cup. The entire World Cup was a knockout tournament. The first round (sometimes aka the preliminary round) was contested between 16 teams, the winners of which progressed to the second round (quarter-finals).

As the 1934 World Cup attracted 32 entries, qualifiers were introduced for the first time, to determine the 16 countries playing-off in the finals tournament. All entrants had to play in the qualifiers, including the hosts Italy! Uruguay, became the first title holders who did not defend their title, when they refused to participate.
