Answer: 1898 (Leslie Stuart)

Ironically the song "Lily of Laguna" was played on the air in London at the precise time of 1307 hours during WWII and is supposed to have been a signal to the French underground and other groups in German held territory. Bing Crosby did sing the song on a number of occasions and W.C.Fields was a comedian, actor and entertainer during the silent movies area.

The original song had some racial overtones to it, which have been modified over the years. The tune has not changed, only the lyrics.
