The Penguin stepped up and told the gunman to stop what he was doing at once so the gunman opened fire on him. The Penguin used his bulletproof umbrella to shield himself. When the gunman tried to run away, The Penguin went after him and knocked him out cold.

In Commissioner Gordon's first scene, he heard from Chief O'Hara that The Penguin foiled a robbery attempt and could not believe that he would do that. Chief O'Hara also stated that the person who almost got robbed was Sophia Starr. Chief O'Hara claimed that Sophia Starr and The Penguin left the theater hand in hand.

Batman projected that The Penguin was only pretending to be a reformed person.

Batman surmised that the gunman was actually in cahoots with The Penguin so he notified Commissioner Gordon of this. At the police station, Commissioner Gordon and Chief O'Hara interrogated the gunman, asking him numerous questions. One of the questions involved them inquiring as to how long this gunman had known The Penguin.

The Penguin formed a group in this episode called the Penguin Protective Agency which sought to reduce crime by taking on criminals throughout Gotham City. In one scene, The Penguin and his men fought off a criminal in a steam room. There were still questions raised after this group's formation as to if The Penguin was serious about becoming a more productive member of society.

There was a fair going on at the pier in Gotham City so Batman and Robin went there to look for The Penguin. While there, they were knocked out cold by a cement filled umbrella that dropped on them. The Penguin ordered his men to tie up both Batman and Robin behind a shooting gallery carnival game and to substitute bullets for pellets in the umbrella guns for the game.

The Penguin then awaited for two patrons to participate in the game and shoot at the cardboard cut outs with the Dynamic Duo right behind them.
