The episode began with President Bartlet out on the Truman Balcony and Leo came out to speak to him. President Bartlet commented on how it had just been three hours since he gave the State of the Union Address but Leo wanted to know why he was outside since it was freezing. President Bartlet replied how he was having a cigarette and was not allowed to smoke inside anymore.

The main event surrounding this episode was Colombian rebels taking some agents from the Drug Enforcement Administration (DEA) hostage and how to rescue them. There was an attempt to rescue them by using the military but it went awry and nine soldiers wound up killed. Leo voiced his opposition to armed conflict with the Colombian rebels since he felt it was not defined well enough without an exit strategy.

During the opening credits, C.J. spoke to someone in the military named Officer Sloan and asked him if he could do an interview on his experience at the State of the Union. He wondered if his interview would be newsworthy but C.J. assured him it would and that the interview he would give would be by satellite. C.J. gave him some questions they might ask him and advised him to just tell his story like he would tell it to her.

Sam saw Toby sitting down having a cigar and he told him how Bill Dryer from Gillette called and wanted to schedule a meeting with him. Toby commented how he knew he wanted a meeting with him but that he did not want to meet with him. Toby explained to Sam how they got enough input from him when writing the State of the Union and felt there was no need for a meeting.

As this episode began where the previous one left off, it was in the previous episode where the power went out at the center where Joey Lucas and her workers were conducting a political poll. In the first scene for this episode at the center, the power was still out and this frustrated Josh. Joey suggested they pack up and come back the next day as it was late in the night as it is.

In Charlie's first scene, he walked down a hall with Mrs. Landingham and she asked him if he solved the issue of the $500 check. He replied that he did and Mrs. Landingham congratulated him, to which he said he was a good mystery solver. Charlie informed her how the $500 check was one Mrs. Bartlet wrote to a woman she read about at a homeless shelter and the woman never cashed the check.

Midway through the episode, President Bartlet had a meeting with his staff and they spoke about prisons and he cited what he felt was a startling statistic. He said that sixty percent of people incarcerated in federal prisons were there on drug related charges whereas only two and a half percent were violent offenders.

He commented how they imprison more people than Russia did during communism and South Africa did during apartheid. President Bartlet discussed the prisons as he wanted to open up a dialogue about them.

Ainsley remarked how that first time did not really count as she was in a bathrobe while singing and dancing. Sam told Ainsley he would arrange for her to meet with President Bartlet.

Riehle, born on May 12th, 1948 in Menomonee Falls, Wisconsin guest starred as Officer Sloan in this episode. Officer Sloan went on "Capitol Beat" to give an interview regarding his experience of attending the State of the Union Address. We also learned that Officer Sloan was accused of using excessive force on an African American male when he worked for a local police force.

However, he was cleared by a grand jury of that accusation. Riehle played Officer Sloan in two episodes of "The West Wing." He has also guest starred on the TV shows, "Diagnosis Murder", "Providence", and "Chicago Hope."
