Answer: A dog being hit by a car.

In the beginning all that we really hear is a car slamming its breaks and hitting something. After Frank goes outside we can hear the dog in obvious pain and the driver fleeing the scene. Realizing that the dog was not going to survive Frank does what he believes is necessary.
2. The next scene shows a New Year's celebration where we are informed that Frank has been in Congress for 22 years. What position does he hold, a position that has been held in real life by Jim Clyburn, Steve Scalise, and Tom Delay?

Answer: Majority Party Whip

The primary function of a majority whip is to try and rally support for proposed legislation in the hope that when the bill is called for a vote it will pass. Obviously Frank has bigger dreams than remaining the Majority Whip.

President-elect Walker ends up deciding not to nominate Underwood in spite of having previously promised him the position. Realizing that the draft would never pass if it came up for a vote Underwood puts the draft in his paper shredder and tells Blythe that it needs a lot of reworking. Underwood gives the partially torn draft to Zoe who runs a story on it with the headline "Education Bill Far Left of Center."

From the first episode it seems that Underwood thoroughly enjoys eating and drinking heavily and hints that it may be a byproduct of his growing up in South Carolina. It's interesting that rather than utilizing narration, "House of Cards" has Frank's character talk directly to the audience to give information and commentary.
