Answer: He turned himself in to them.

The series began with Reddington entering FBI headquarters and upon presenting his ID it is flagged as a known fugitive and he willingly lets the authorities apprehend him. While in custody Reddington demands to speak solely to Elizabeth Keen. During this and all other episodes Reddington works with Keen and the FBI to hunt down his list of dangerous criminals that he calls the 'blacklist'.
2. "The Freelancer" was the second episode of "The Blacklist" and in it Reddington helped the FBI uncover a truly despicable individual. What crime was Floriana Campo guilty of while masquerading as the leader of a humanitarian organization?

Answer: Human trafficking

This episode had two main villains as "The Freelancer" was also a featured character that assassinated people through the creation of major disasters. Reddington had the FBI track "The Freelancer" so that he could expose Floriana Campo as the head of the Ebehardt Cartel.
3. While much of the early episodes of "The Blacklist" focused on catching fugitives, Elizabeth's relationship with her husband Tom was also a focal point. Answer: Bullet and gun cartridge

Early in the series Elizabeth finds a box under the floor in their home that contains cash, a gun, and passports with Tom's picture on them. During episode three she fires and retains a bullet to be tested to see if the gun was used in any crimes. The title character of the episode "Wujing" was a Chinese criminal that eliminated undercover agents of other countries.

"The Stewmaker", like most of the villains of the show, was a heinous individual that used chemicals to kill people and dispose of their bodies without a trace. After kidnapping Elizabeth Keen he intended to kill her as well but Reddington located him by contacting animal control (as if he was Kornish) seeking the location of Kornish's dog.

In the beginning of the series Ressler despised working with Reddington but as he helped them apprehend and eliminate major fugitives Ressler became more accommodating to him. Ressler's impersonation of "The Courier" ultimately failed because when confronting Laurence Dechambou she realized that instead of providing information to her the real courier would have simply killed her.

In addition to playing this role, Margarita Levieva also appeared on 25 episodes of "Revenge" as the character Amanda Clarke. Episode six of "The Blacklist" ended with the FBI stopping a plot by Zanetakos to release radiation into the city Houston, Texas that would have shut its port down.

The Luddites of the 19th century were mainly textile workers that feared that technology would render them jobless and thus they sabotaged equipment. In "General Ludd" the group's primary means of mayhem was to bomb planes but the FBI is able to thwart their latest plan after Reddington helps them catch the organization's ringleader.

Answer: Raymond Reddington

Episode nine began with Ressler tracking down Reddington in Munich, Germany so that he could be taken to a 'secure' FBI black site since online chatter indicated that he was the target of an abduction. Little did the FBI know, Anslo Garrick had intended for the FBI to take Reddington to the site which they had people helping on the inside so that they could infiltrate it.

When Garrick's men are inside the facility Reddington and Ressler lock themselves in "The Box" which is a seemingly impenetrable area.

It is unclear (at least to me) what Reddington was referring to when he says "regret", but possibly it is him turning to a life of crime or not spending more time with Elizabeth. After Reddington killed Garrick he escaped the area and then once again became the FBI's Most Wanted man.
