1. Latha Mabrin:

Answer: The Darkness and the Light

Latha Mabrin was a former Bajoran Resistance member-turned-Vedek who was murdered in this episode. Mabrin's murder, as well as those of several others, were committed by a disgruntled and delusional former Cardassian butler.
2. Thopok:

Answer: Looking for par'Mach in All the Wrong Places

Thopok (Phil Morris) was Grilka's bodyguard in this episode. Grilka was the Klingon widow who had briefly married Quark in Season 3's "House of Quark"; Thopok had previously been seen in this episode, as well. This is the episode in which Worf fell in love with Jadzia Dax.
NOTE -- Phil Morris appeared briefly in "Star Trek III: The Search for Spock". He was the cadet who had asked Admiral Kirk if the crew was to receive a hero's welcome when they got home. When he was a child, he appeared in the "TOS" episode "Miri".
3. Arne Darvin:

Answer: Trials and Tribble-ations

Arne Darvin was the Klingon spy from the "TOS" episode "The Trouble With Tribbles" who had gone back in time in order to attempt an assassination on Captain Kirk at Deep Space Station K-7. This episode, produced to honor "Star Trek's" 30th anniversary, incorporated "The Trouble With Tribbles" with original footage, becoming one of the most memorable in the franchise's history.
4. The Blight:

Answer: The Quickening

The Blight was a disease that Dr. Bashir was fighting on a Gamma Quadrant planet, which the Jem'Hadar had attacked 200 years before. He discovered that, while there is no cure among the existing population, unborn fetuses had developed an immunity to the disease.
5. Lasaran:

Answer: Change of Heart

Lasaran was an operative in this episode, in which Worf is torn between his duty and his wife (Jadzia).
6. "Houdinis":

Answer: The Siege of AR-558

"Houdinis" were anti-personnel mines that hid in subspace and exploded without warning. Nasty buggers, them!
7. Kal'Hyah:

Answer: You Are Cordially Invited...

Kal'Hyah is the Klingon equivalent of a bachelor party. Unfortunately, it isn't a party at all! More accurately, it's a somber event full of rituals, fasting, and other unpleasant Klingon traditions.
8. Rodek:

Answer: Sons of Mogh

Rodek was the new identity of Kurn (Tony Todd), Worf's brother. Kurn had been shamed due to Worf's dishonor and wanted to perform a ritual suicide. But when Capt. Sisko intervened, Worf had Dr. Bashir alter Kurn's appearance and he was given a new identity.
9. Arandis:

Answer: Let He Who Is Without Sin...

Arandis was the head of a resort on Risa. She was played by Vanessa L. Williams (Yes -- THAT Vanessa Williams!).
10. Solok:

Answer: Take Me Out to the Holosuite

Captain Solok was the Vulcan whom Sisko considered a rival during their time together at the Academy. Sisko was determined to prove that humans were better at baseball than Vulcans, so they staged a baseball game in a holosuite. Even though the Vulcans won 10-1, Sisko welcomed it as a moral victory.
11. Yelgrun:

Answer: The Magnificent Ferengi

Yelgrun (Iggy Pop) was the Vorta in charge of the Dominion end of a prisoner exchange on Empok Nor. He and his Jem'Hadar soldiers had abducted Ishka, Quark and Rom's "moogie" (mother), on Risa (hence why Ferengi females aren't allowed to travel -- kidding!). Quark, along with an "elite" squad of Ferengi, including Rom, Nog, Brunt, and others, had brought a Vorta prisoner named Keevan (Christopher Shea), only something, um... happened, and um... he died. :)
12. "The True Way":

Answer: Crossfire

"The True Way" was a Cardassian extremist group mentioned in this episode. They had plotted an assassination attempt on Shakaar, the Bajoran First Minister.
13. Goran'Agar:

Answer: Hippocratic Oath

Goran'Agar was the lead Jem'Hadar soldier in this episode. He had somehow overcome his addiction to Ketracel-white and he ordered Bashir and O'Brien to find out how before his soldiers' supply ran out in a few days.
14. Koval:

Answer: Inter Arma Enim Silent Leges

Koval was a Romulan who opposed an alliance between the Federation and the Romulans in this Section 31-themed episode. Sloan, the Section 31 operative, made several appearances during DS9. He was played by William Sadler, probably best known for movies like "Die Hard 2", "The Shawshank Redemption", and "The Green Mile".
15. Tyree:

Answer: Shadows and Symbols

Tyree is the name of the planet that Sisko visits in this episode to unearth the Orb of the Emissary. The planet is most likely named for the Hill People leader who had befriended Kirk in the "TOS" episode "A Private Little War" (At that time, the planet did not have a name in the canon, other than "Tyree's Planet").
16. Lewis Zimmerman:

Answer: Dr. Bashir, I Presume

Dr. Lewis Zimmerman (Robert Picardo) was the designer of the EMH Mark I (as featured in "Voyager"), and he wanted to use Bashir as a template for a long-term medical hologram, or LMH. This is the episode in which we discover Bashir's parents had him genetically altered when he was six years old.
17. Grimp:

Answer: Bar Association

Grimp was one of the Ferengi waiters at Quark's when Rom attempted to form a union, demanding higher wages, shorter hours and paid sick leave. Unions, by the way, are forbidden under Ferengi law. At the end of this episode, Rom quits Quark's and becomes a member of O'Brien's maintenance team.
18. Larell:

Answer: Who Mourns for Morn?

Larell was a woman who posed as Morn's ex-wife in this episode about Morn's "death." It turns out that Morn had staged his death so that she, along with three others, would no longer be able to collect their share from a robbery the five of them had committed years earlier.
NOTE -- Morn was named in honor of the TV show "Cheers", as "Morn" is an anagram of "Norm."
19. Hagath:

Answer: Business As Usual

Hagath (Steven Berkoff) was an arms dealer with whom Quark had associated himself through his couson, Gaila. Steven Berkoff is perhaps best known as Victor Maitlin in the movie "Beverly Hills Cop" (1984).
20. Onaya:

Answer: The Muse

Onaya (Meg Foster) was a mysterious woman who gave Jake Sisko the inspiration to write (on paper!), but nearly at the cost of his life. By the way, Meg Foster really does have albino eyes!
21. Dorek Syndrome:

Answer: Body Parts

Quark is diagnosed with Dorek Syndrome and is told he could die within a week. With this in mind, he attempts to sell what will be his remains in order to pay his debts, per Ferengi law. This is also the episode in which we see Kira carrying Keiko O'Brien's unborn child (This was done to write in Nana Visitor's pregnancy).

In a later episode, as she's giving birth, she tells Dr. Bashir (played by then-husband Alexander Siddig) "You did this to me!" Great in-joke!
22. "Lola Chrystal":

Answer: His Way

"Lola Chrystal" was a holographic representation of Kira that Odo had created in order to practice expressing his love for her.
23. Kosst Amojan:

Answer: When It Rains...

The Kosst Amojan was a forbidden text that Kai Winn used to learn how to release the Pah-wraiths. When Gul Dukat attempted to read the book, he became blind.
24. Ch'Targh:

Answer: Sons and Daughters

Ch'Targh was a Klingon warrior in this episode about Worf's son, Alexandar, and his service aboard a Klingon ship. At one point, Alexandar and Ch'Targh dueled in the ship's mess hall.
25. The Ravinok:

Answer: Indiscretion

The Ravinok was a Cardassian ship that had disappeared six years before. On board were Bajoran prisoners from the time of the Occupation. It was in this episode that we meet Tora Ziyal, Gul Dukat's half-Bajoran daughter.
