1. "Yeah, somebody didn't get your memo."

Answer: Donna

At the beginning of the episode, Donna and Josh discuss the fact that they are leaving the office before nine o'clock. Josh attributes this to "the well-placed, well-worded memo. Nobody goes off the reservation, everybody does their job." However, at that exact time, Donna is watching the online chat with the Surgeon General who is discussing the decriminalization of marijuana.

Answer: Josh

After the online chat by the Surgeon General, the Senior Staff go into hyper mode and discuss the options of how to deal with her comments and how long they have before the President has to get involved. The result is a discussion trying to figure out what time it is in Japan.

Leo sends Josh to speak with Millicent Griffith. Josh questions her on the online chat and she replies, "As a doctor, I have an obligation to tell the truth. Come to think of this, as a person I have that obligation as well." Josh responds that "The truth is different if you're a GP or a member of the Stanford Faculty Club than if you're the country's chief medical practitioner." Josh then asks her to resign and she maintains that she will continue serving until the President fires her.

The President arrives back at the White House and discovers the events that have occurred since he left for Japan. He seems less than pleased with the current state of events as well as being annoyed that his daughter rang a reporter to make a comment on the record in favour of the Surgeon General.

The President instructs Charlie to arrange for his middle daughter, Eleanor, to come see him. The President points out to his daughter that he has "set up monumental, unprecedented, unbreakable rules about my children and the press! I have gotten White House reporters transferred to Yemen for approaching Zoey and Elizabeth. It is the law!"

Toby tries to rope Andy into supporting the Blue Ribbon Commission on Social Security, however, she points out that "You guys made a hairpin turn at the State of the Union and you did it without consulting a whole lot of members of the liberal wing of the Democratic Party." She also points out that people have doubts and asks him why it has to happen in secret.

Toby discovers from Andy why he will be on the benefit committee for the Child Leukaemia Foundation. Andy states, "I find that when I skip over the first step and move right to the second step, it becomes a lot harder for people to say no." This provides Toby with inspiration and stops C.J in the hallway and says, "C.J., tomorrow morning I want you to announce that Seth Gillette's joined the Blue Ribbon Commission on Social Security." C.J was dismayed to say the least.

Sam stands up to Morgan Ross who declared the President a coward as Charlie refused to screen his movie at the White House. Sam declares to Morgan, "this is exactly the kind of thing that should be celebrated by First Amendment advocates. Charlie was offered a choice and he made one. Why aren't you standing up, saying, "See, it works! You don't need to ban movies like 'Prince of New York', you just have to choose not to watch them!" And Morgan you ever call the President a coward again for your own PR purposes, it's not going to be C.J. Cregg you gotta deal with, it's going to be me. You understand what I'm saying, right?"

Millicent goes on to say, "You would be amazed, you'd be stunned at how soon they understand they're not their father's favourite." Bartlet states, "No, no, no. I will bear with the nonsense of the Christian right and the Hollywood left and the AFL-CIO and the AARP and the Cannabis society and Japan, but I will not stand and allow someone to tell me that I love one of my children less than the others." The President ends up not accepting Millicent's resignation and makes things up with Ellie.
