The Governor's real name is Philip Blake, though his people call him "The Governor" as a nickname. He briefly goes by the alias of Brian Heriot when he encounters Tara Chambler and her family. The Governor is played by actor David Morrisey.

Answer: Woodbury

Though a mere middle manager in his former life, after the Outbreak, Philip Blake discovered Woodbury, which had been abandoned by its former inhabitants. He and some other survivors cleared the town and built fortified walls. Philip rose to power there and built his own inner circle of men.

Rowan is shown sleeping with the Governor in season 3, episode 3, "Walk with Me." The Governor has kept his transformed daughter Penny Blake alive and keeps her locked in a room in his apartment. He is apparently hoping for a cure, and he even interacts with her on a regular basis, including brushing her hair. Because she is undead and rotting, however, when he brushes her hair, some of her scalp comes off.

In season 3, episode 8, "Made to Suffer," when the Governor realizes Michonne has killed his zombified daughter, he attacks her in a rage. The fish tank in which he keeps zombified heads shatters during the struggle. Michonne grabs a shard of glass to defend herself and stabs his eye with it.

This enables her to escape, and the Governor is then seen with his trademark eyepatch from then on out.

But over time, he grows wary of the Governor and his methods. He tells Andrea the Governor plans to kidnap and torture Michonne and kill Rick's group. He also burns the walkers the Governor keeps in a pit and was planning to use against Rick's group.

In "Welcome to the Tombs," the Governor stabs Milton Mamet repeatedly in the stomach and leaves him to bleed out in a locked room with Andrea so that Milton will turn and bite her.
