Solid Snake said this when he needed to use Raiden as bait to board Arsenal. He was really still on Raiden's side.

A guard that hid away from Snake closed the hatch to the holds after Snake got in. The guard, relieved, saw Ocelot and asked what he was doing without Gurlukovich. Ocelot then pulled out his revolver and killed him. After doing so, he sank the tanker.
