Route 23 begins after you enter the gate from Route 22, which goes from Viridian City to the gate. Route 24 and 25 are north of Cerulean City.

Agatha starts the battle off with a Gengar at Lv56, then follows up with a Golbat at Lv56. She then brings out her lowest-level Pokemon, Haunter, who is at Lv55. She then finishes up with an Arbok at Lv58 and another Gengar at Lv60.

Your Rival will always have a Pidgeot, Alakazam, and Rhydon. Depending on who your starter was, he'll have the following Pokemon:

The other battles you face him in happen in Cerulean City, on the S.S. Anne, in the Pokemon Tower, in Silph Co., on Route 22 on the way to the Elite Four, and after you beat the Elite Four.
