The Gym Leader of Ecruteack City is Morty. He uses Ghost-type Pokemon, specifically Gastly, Haunter and Gengar. If you defeat Morty in battle, you will be awarded with the Fog Badge.

Later, after you battle many Trainers while on the ship, you will find the little girl harassing the Captain. When you bring the little girl back to her grandfather, he will award you with a Metal Coat.

A Metal Coat is a unique item that can make a Scyther evolve into a Scizor and an Onix evolve into a Steelix.

The only way you can make a Vulpix evolve into a Ninetales is with a Fire Stone. Growlithe and Eevee are the same. Growlithe needs a Fire Stone to become a Arcanine, and Eevee needs a Fire Stone to become a Flareon.
