Sir Joh was Queensland Premier from 1968 to 1987, presiding over arguably both the State's most prosperous yet also most corrupt period. Despite other reservations regarding things that went on during that era, a number of positives in terms of railway development occurred under his Government, including the establishment of the Heritage Division of the then Queensland Railways, the suburban and subsequent progressive statewide electrification of the rail network. This was achieved on a narrow gauge system when most critics argued it was not possible.

When 3101 was named (along with 3501 - D F Lane) it was around the time of the Fitzgerald political enquiry regarding corruption and it was reported in the media that some rail crews had refused to drive either locomotive unless the names were removed!

For reasons only known to themselves, QR abandoned their previous diesel numbering practice when electric locos were introduced, and started numbering the class leader with a 'one' (i.e. 3101, not 3100).
