Though insane, he was the King. The Regent was Prince Liutpold and after his death in 1912 Prince Ludwig took over; after Otto's death in 1913 he became king Ludwig III. Ludwig II was Otto's predecessor, but he went slghtly mad too.

Initially he was president of the provisional governing junta, but on 21 May 1822 he proclaimed himself emperor. He was deposed in 1823, returned to Mexico to conquer power again, but was executed on 19 July 1824.
