It initially served a dual purpose, as a monument and as a telescope with an underground observation room.

Holland Park took its name from the former stately home situated within the park; Holland House. The house, reduced to little more than a shell by bombing during World War II, was the home of Georgiana Caroline Fox, 1st Baroness Holland, of Holland in Lincolnshire. The house was built in 1605 and was originally named Cope Castle after its first owner, Sir Walter Cope.
