After a terrible accident involving Officer and his sidekick , the doctors decided to take the best body parts that were left of the both of them to create a new officer with the head of a and the body of a - Dog Man! Even though the operation was successful, Dog Man greatly missed his old life.

Can good triumph over evil? Yes! At least in the case of "Dog Man". Both enemies fell in love with the sweet little clone. When his life was threatened by the evil fish , the two adversaries worked together to save him. Afterwards, the trio decided to live together as a family.

Having two grandsons who are ardent fans of both, I was a bit perplexed at first by the story in the movie. It does not follow a volume in the series; instead, parts of three books were used to introduce the characters and tell about their interactions. It's important to get over the absurdity of the operation that created Dog Man before one can appreciate the movie's real message.
Dog Man and Petey, the evil cat, lived in a town called Ohkay City in the movie. Ohkay City was run by Current Mayor, and protected by a police force headed by Chief. He was Dog Man's boss.
Dog Man tried hard to keep OhKay City a safe place to live, but that meant that he constantly had to butt heads with Petey. When Petey was unsuccessful in carrying out his evil plans, he ordered a clone machine to create a helper. As it turned out, however, his clone, Li'l Petey, was sweet and nice. Unable to cope with such kindness, Petey abandoned Li'l Petey, who was adopted by Dog Man for a time.
But after finding a book Li'l Petey's had made about his "family", Petey felt so guilty that he brought Li'l Petey back to his home. After Petey revealed that the reason he was so evil was because he had been abandoned by his father, Li'l Petey decided to use one of Petey's robots, the 80 Hexotron-Droidformigon, or 80-HD, to find Petey's dad, Grampa. That proved to be quite a disappointment, as Grampa showed that he hadn't really changed, and, when he left town, he took everything that belonged to Petey except for the books that Li'l Petey had drawn. Petey finally realized that his father's approval didn't mean that much after all.
Just when it seemed that Petey had been reformed, his last evil plan, which involved the evil telepathic fish, Flippy, came to fruition. Accidentally brought to life at the Living Spray Company, along with the buildings in Ohkay City, Flippy used his telekinetic powers to abduct Li'l Petey. Dog Man and Petey worked together to save him, and, in the end, decided to become a family.
