Weevil's full name was Eli Navarro. Only Keith Mars seemed to consistently refer to him as Eli. For his part, Weevil called him Sheriff Mars, even though Keith had lost his job. This revealed that not only did the two have a long past, most likely involving Weevil being arrested multiple times, but that Weevil respected Keith.

PCH stood for Pacific Coast Highway. The PCHers were the bike gang named for that strip of road. Weevil was leader of the gang for almost two seasons. When some members revolted to work with a rival gang, Weevil walked away. The 09ers were the rich kids who lived in the exclusive 90909 zip code. Season two featured a feud between the 09ers and the PCHers.

Veronica was mainly trying to help Wallace, but she also helped out the PCHers by swapping the security tapes showing them shoplifting with a tape of the cops with some strippers. Veronica did plant a bong in Logan's locker. Fortunately Weevil and his gang came to save the day when Logan took out his anger on Veronica's car.

Logan was framed for the crime, and this sparked the feud between the PCHers and 09ers. Weevil eventually believed that Logan was not responsible and wanted to get to the bottom of it. However, it was dangerous to show that he and Logan were working together. They did let Veronica in on the secret when they needed her help.

Veronica ran into Weevil working at a gas station, but his temper got him fired. She got him a job with her dad for her old position. Unfortunately, his old ways proved he could not handle that job either even though he loved it. He admitted that he would have fired himself. Veronica got him the job as janitor at Hearst College. While all four of these were concerns about the campus, Weevil was only arrested for making fake identification cards. Veronica proved that he was being framed by a group of students who knew about his checkered past. Veronica also suspected him of stealing from an on-campus casino, but he was not arrested. Weevil was also innocent.

Despite his name, Francis Capra is not related to Frank Capra. He has been on a number of television shows, but his role on "Veronica Mars" is his most famous. He later when on to guest star alongside Kristen Bell who played Veronica on the show, "Heroes". Bell played the electrically charged Elle. Capra played a villain who had a powerful voice.
