Answer: failure to follow an order

Hilton was having an affair with a subordinate officer, and didn't stop when ordered to. Because she disobeyed the order, she faced two years jail time.
2. President Bartlet fired his entire cabinet.

Answer: false

After Bartlet thanked them for their hard work over his first term, he left the room. Leo then added his thanks and asked for their resignations. C.J. later explained to the press corps that, as a formal courtesy, the cabinet resigned to give Bartlet the option of hiring them or not rather than firing them or not.
