They discussed coming from Manila when trying to figure out the time change, and later Toby mentioned having sent Will to the Philippines in his place.
2. At what time was Colombia's re-certification due?

Answer: midnight

Not only was the re-certification due at midnight, but according to statute, President Bartlet had to be briefed in person.
3. Which of Air Force One's wheels might have been locked?

Answer: front

When the President was briefed for the first time, he was told that they weren't sure if the front wheels were locked or not because the light wasn't working.
